If delivering Ads to the UK with Audio Description the following Tech Spec should be used:

When exporting multichannel files please ensure the sequence audio settings are set up correctly. This needs to be set up in advance of the file export to ensure the file meets the correct specifications.
Click File>New>Sequence
Select the Tracks tab
Select Multichannel
Number of Channels 4
Track Type: Adaptive
Set Pan/Balance.
Tracks 1 & 3 to -100 (Left)
Tracks 2 & 4 100 (Right)
For each Audio Track Click Output Assignment
Ensure that each Mix Tack Channel (ie Ch.1, Ch.2, Ch.3, Ch. 4) is individually assigned to output 1 of the matches Audio Track Channel as shown below:
Audio 1
Audio 2
Audio 3
Audio 4
Click OK to save the new sequence settings
Insert the Video and Audio files onto the new timeline.
There should be one audio track per timeline track:
Track 1 - Stereo Mix L
Track 2 - Stereo Mix R
Track 3 - Audio Description
Track 4 - Control Track
Play the timeline back and confirm the audio is routing to the correct channels using the Waveform monitor.
Please Note: When adding audio tracks please ensure they are set to mono if supplied grouped to ensure that each track is applied to a separate track on the timeline. If a stereo pair is going onto one track then adjust the files settings as below:
Right Click the audio file
Select Modify > Audio Channels
Set Clip Channel Format: Mono
Next Export the Files
The easiest way to do this is using the export preset attached to this articles. Import this into Premier Pro and then Export the file using these settings.

However please ensure the additional settings below are configured..
Export Setting>Audio Section
Set Channels to required number of channels 4
Please ensure that the Stereo Mix on Tracks 1 & 2 are R128 compliant before exporting the final File.
Do not apply the Loudness Normalisation effects on export as this will also adjust the levels of tracks 3 & 4 which may cause the file to fail QC.
Please Note: The sequence settings must still be set correctly even when using the attached preset.
