No, there is no naming convention that the spot needs to adhere to.
However, spots should be named exactly as stated on the media plan. Delivering a spot without the specified name could result in broadcasters not locating the file.

Clearance
There is no central clearance in Latvia. Broadcasters will clear the content themselves
Deadlines
Copy deadlines are 3 working days prior to the first airdate.
Access Services
Latvian stations are not currently able to accept Closed Captions or Audio Description
